The 10/90 gap
RESEARCH QUESTION(S)
- Which moral agendas are relevant with regard to the 10/ 90 gap and how can they be characterized in terms of content as well as process?
- What are the (potential & actual) implications and interactions of these agendas with genomics research agendas, specifically with regard to the 10/ 90 gap?
- How can quality of agendas (moral as well as research agendas) and agenda setting processes be assessed?
- How can processes of agenda setting be studied in an experimental setting?
- How are process and content related in agenda setting processes?
- How can the 10/ 90 gap in genomics research agendas be diminished?
Duration: september 2008 - september 2010
SUMMARY
Ninety percent of the research resources are devoted to improving the life of ten percent of the world population. This gap, known from the world of healthcare research, also applies to genomics research. Much research is carried out, for example, into improving the growth speed of crops, yet much less attention is given to making these crops more suitable for the climate in Third World countries. Research projects mainly focus on the issues of rich, developed countries. The question is how to contribute to a science that is more globally significant.
Experiences during this study have shown that this is a challenging task. Developing countries ask for interdisciplinary and low-tech solutions. This doesn't fit into the Western need for publishable frontier science. Also, the starting point of Western science is wrong: instead of finding an application for a technological development, one should start with a problem and search for the best fitting solution.
The researcher concludes that a shift towards a globally oriented policy perspective for science& innovation is necessary.
